Elan Rubinstein

PharmD, MPH | Pharmacy Benefits and Prescription Pharmaceuticals

Elan serves as a subject matter expert to Santa Barbara Actuaries, on the topics of pharmacy benefits and prescription pharmaceuticals, with which he has extensive training and experience.

Elan has provided consulting with respect to many facets of the pharmaceuticals marketplace, including pharmacy benefit management vendors, specialty pharmacies, retail pharmacies, drug distributors, and pharmaceutical and biotechnology manufacturers. He provided pharmacy advisory services to the Solucia Consulting team with respect to several projects, and supported Dr. Duncan in documenting and publishing on the value of Walgreens specialty pharmacy services.

Elan co-wrote Amgen’s Trends in Biosimilars annual report and the Academy of Managed Care Pharmacy Guide to Pharmaceuticals Payment Methods, both in multiple editions over several years. He has served and presently serves as pharmacy advisor to the MidAtlantic Business Group on Health and to the National Alliance of Healthcare Purchaser Coalitions. He provided pharmacy policy support to CMS during development of the Affordable Care Act through Logistics Management Institute, and continues to serve as pharmacy advisor to LMI.

Elan holds a doctor of pharmacy degree from the University of Southern California School of Pharmacy, and a masters in health services administration from the University of California at Los Angeles. He completed a residency in clinical pharmacy at the University of California in San Francisco, with emphasis in oncology. He is a Registered Pharmacist in California.
